out the necessary work, including the supply, delivery,
installation, and certification of the LED installations according
to the specification. It was agreed that existing LEDs would not be
replaced. Nonetheless, the contractor has kindly identified
additional savings through the introduction of 30 x PIRs in key
locations where LED panels are already present. The PIRs will
promote further savings by switching off lights when no movement is
detected in the area.

Although being regularly redecorated, the
Princes Theatre dressing rooms have not had any serious renovation
in the last 16 years. As well as this, due to being situated below
ground level they have, in the past, flooded resulting in damp and
the associated problems. As such they are tired and in need of
modernisation. Dressing rooms are a very important aspect of the
theatre’s portfolio of assets and well-appointed rooms will
mean a greater uptake of hires, not only professional shows but
also local hires and weddings.
It is proposed that the refurbishment takes into consideration new
technologies ensuring features such as USB outlets for mobile
device charging, show intercom so stage can communicate, stage
video so the cast when not on performing, can keep track of where
they are in the show and other devices and furniture that is now
expected as standard in a professional theatre’s dressing
rooms.

a) approves the External Funding High Level Framework, as set out in Appendix 1 to the Partnerships Portfolio Holder’s report (A.7), which provides a process for the acceptance of external funding provision, a process for the provision of financial assistance to external bodies and other allocation of funding, with immediate effect;
b) agrees that an External Funding Policy be developed for approval by the Leader of the Council, in his capacity as the Portfolio Holder for Corporate Finance and Governance, to complement the External Funding High Level Framework, and that it be presented to a future meeting of the Audit Committee for their support and assurance on the governance processes; and
c) requests that external and internal communication on the Council’s new arrangements for External Funding be undertaken ensuring the Council complies with its obligations under its Best Value Duty and statutory guidance.
