16/02/2023 - To continue to employ a security guard to man front reception at Pier Avenue ref: 10738    Recommendations Approved

Since front reception reopened after Covid 19 this security resource has proved invaluable. The guard is able to ‘queue bust’ when it is particularly busy and their presence acts as a calming influence when people start to get agitated.
Particularly, as we often have young or junior customer service agents on the front counter, it helps to have a male presence in uniform protecting our staff.
Funding for this initiative has been agreed by the Assistant Director, Finance and IT.

Decision Maker: Assistant Director (Partnerships)

Decision published: 21/02/2023

Effective from: 16/02/2023

Decision:

To continue to employ a security guard to man front reception at Pier Avenue for the next 12 months during opening times at £197.40 + VAT per week.

01/02/2023 - Sport & Seafronts Disposal of Equipment ref: 10703    Recommendations Approved

As you are aware, there was an equipment review within the Beach Patrol service, which identified pieces of equipment that were no longer fit for purpose and required replacing. As a result, new quad bikes were purchased. It should also be noted that a Jet Ski (yet to be replaced) is also obsolete.
Alongside this, at Clacton Leisure Centre, a scissor lift is now in a condition where further works are required to keep it operational, for which it is not seen best value to do so following costings and due to its low use and storage space it consumes. We have, therefore, collated the list of equipment and outsourced an external price for purchase from the two suppliers was received.
As such, and under the disposal of equipment procedure, a concurrence is requested.

Decision Maker: Corporate Director (Economy & Place)

Decision published: 10/02/2023

Effective from: 01/02/2023

Decision:

To approve the external (Ernest Doe & Sons) purchase of equipment from the Sport and Leisure Service.

10/02/2023 - Fees and Charges Report: Sport and Leisure ref: 10702    Recommendations Approved

This decision agrees and publishes the proposed fees and charges for 2023/24 for Sport and Leisure. The Portfolio Holder for Leisure and Tourism has concurred with the Assistant Director (Economic Growth and Leisure) making this decision.
Due to the challenging financial climate, a full review of all fees and charges within the portfolio has been undertaken. This is to ensure services are being managed efficiently and fairly, whilst contributing to a decrease in current levels of subsidy.
Through this review, consideration has been given as to how the service subsidy can be reduced through prudent setting of charges, e.g. Sports Facilities, Clacton Airshow. In others, such as Beach Huts, changes have reflected as to how fees and charges can contribute towards essential / associated expenditure in that particular service area
Further detailed information is provided in the covering report, attached to this decision. The full schedule of fees and charges are published with the report.
