28/11/2024 - Award of Contract - Dovercourt Leading Lighthouse and Causeway Phase 1B Structural and Condition Survey of the Unsighted Legs ref: 13023    Recommendations Approved

The Dovercourt Leading Lights and Causeway are Tendring District Council owned assets listed on the Historic England Heritage at Risk Register as Scheduled Ancient Monuments (entry number 1017200). A visit by Historic England in November 2022 highlighted the need for an updated condition and structural survey to outline key works and costs associated with the restoration of these key assets of historical relevance.
For ‘Phase 1A_Condition and Structural Survey of the Dovercourt Leading Lighthouse and Causeway’ an exemption to procurement and permission to award the contract to the Morton Partnership was approved, this was due to only one tender submission document being received following the full tender process – Decision posted on 30th March 2024.
These works have now been completed with the final report received. Upon full assessment, it became apparent that due to shifting and rising shorelines over time, the legs of the structures could be up to 3 metres buried in the sand. Therefore, surveyors were unable to assess this aspect of the structures. Additional exploratory works and assessment are required to further de-risk this project and ascertain the condition of the legs that are unsighted, creating a ‘Phase 1B_Condition and Structural Survey of the Unsighted Legs’.
For Phase 1A, Officers were awarded an exemption to procurement, this exemption was awarded following a full procurement exercise which resulted in one application. This was due to the very specific CARE Accreditation required for any contractors that would work on these structures, a requirement indicated by Historic England. Officers sought to continue with this exemption to procurement into the Phase 1B works, which would result in the continuation of the services of ‘The Morton Partnership’. The decision to accept funding awarded by Historic England to the amount of £47,440 to continue the structural and condition work on the Dovercourt Leading Lighthouses and Causeway (identified as Phase 1B), and to proceed with the exemption to procurement was published on the 3rd July 2024.
This was published in concurrence with Councillor Mark Stephenson (Leader and Portfolio Holder for Finance and Governance), Councillor Ivan Henderson (Portfolio Holder for Economic Growth, Regeneration and Tourism), and Councillor Peter Kotz (Portfolio Holder for Assets).
A decision to award, to appoint and to enter into an agreement with 'The Morton Partnership' for Phase 1B - Condition and Structural Survey of the Unsighted Legs is required to enable to project to commence.

Due to failure of part of the face of the sea wall in Harwich between The Spa and Stone Point, significant voiding has been exposed below the promenade. This needs to be addressed quickly in order to mitigate the issue and protect from further failure. A consulting structural engineer and a coastal engineer have both agreed that we try a lightweight geopolymer solution to address the voiding, with a note of caution that it should be carried out by an experienced provider. Geobear have carried out this type of coastal work in other areas of the country and have successfully delivered underpinning using geopolymer for Tendring District Council.
Geopolymer is applied without having to excavate the promenade, one borehole for an application tube and one for a monitoring camera in the area of the void is all that is required, saving money on reinstatement cost as well as minimal impact on public use of the area.
Geopolymer is lightweight, not affected by water and cures in 4 - 10 minutes meaning large voids can be filled quickly. This is very beneficial in locations where the tide is a factor.
An agreement from the Corporate Director for Operations and Delivery and the Leader of the Council and Portfolio Holder for Finance and Governance has been obtained to grant a procurement exemption under Section 2.1 (c) of Part 5 of the Council's constitution.

Harwich and Dovercourt Rugby Club has applied for and been provisionally awarded Pitch Power funding by the Football Foundation.
The grant funding is for a ten year period to carry out additional pitch maintenance and improvement works at pitches owned by Tendring District Council at Low Road Dovercourt.
Part of the grant award includes requirement for agreement of the land owner in general, ongoing normal maintenance and, to allow the club to carry out the works via a contractor. Provisions requiring the Club to oversee risk assessments, quality and contractor insurance are included.
The agreement doesn't provide for possession of land or for a payment of consideration and is therefore, effectively, a licence agreement.

TDC Career Track has been invited to work alongside ESNEFT, Colchester Institute and Essex County Council on the Tendring 100 project to support the recruitment and development of 100 apprentices based in Tendring.
The project will provide Career Track with access to new public sector employer engagement activities which in turn could generate new apprenticeship opportunities.
Tendring 100 is a two year project and Career Track will be able to access up to 20 new public sector opportunities over this period.
This will be managed as a ‘business as usual’ activity with no impact on the department or their day to day activities. There will be no additional strain on service. The additional apprentice numbers will provide a boost to the income of Career Track over the period of the programme.
Involvement in this project supports the current Career Track function in the organisation enabling an opportunity to increase apprentice numbers and engage in further partnership working.

- To engage with Tendring employers and residents to sustain DfE agreement to provide apprenticeships and generate additional income.
