09/09/2021 - Sculpture Trail Auction ref: 7719    Recommendations Approved

As part of the Council’s Back to Business agenda, a District wide ‘Octopus Ahoy sculpture trail took place between 25 June and 5 September 2021. Around 100 Octopus sculptures were placed around the District and residents and visitors were able to scan the codes on the sculptures, where they accumulated points, which were redeemed against products and prizes provided by local businesses.

As the trail is now complete, many of the sculptures are now to be auctioned off to private buyers and as the key sponsor and underwriters of the trail, the Council are able to determine where 50% of the profits will be invested. The professionally managed auction will take place on 23rd September and will also feature online for inclusive bids and reach.

In the Back to Business update report dated 30 April 2021, the decision for where the fund should be distributed was to be agreed by the Deputy Leader, Portfolio Holder for Corp. Finance and Governance and Portfolio Holder for Leisure and Tourism at ‘a later date’. This decision is to agree where the funds should be allocated.

Decision Maker: Assistant Director (Economic Growth & Leisure)

Decision published: 23/09/2021

Effective from: 09/09/2021

Decision:

That proceeds from the 50% of profits raised by the auction will be apportioned as follows:

Essex Community Foundation fund for young people in Tendring - 50%
Tendring Community Fund - 50%

Although the exact criteria for the Essex Community Foundation fund can be determined at a later date, this will be exclusively set aside for Tendring residents. As set out in the report at the time, being clear where the funding will go now is likely to increase the amount of funding received for the sculptures at the auction.

17/09/2021 - To grant a 6 week Licence Agreement over Carnarvon House, Clacton on Sea ref: 7757    Recommendations Approved

A local film company, shooting in the area over the coming few months have requested use of Carnarvon House for 6 weeks as a base for their crew and to carry out some filming.
Tendring District Council as part of its Memorandum of Understanding with Creative England supports production filming within the district as being of wider benefit to the local economy; this aligns with the adopted Creative and Cultural Strategy.
Use of this building for the 6 week period will provide a contribution towards the cost of the empty property and enable TDC to apply for a further period of NNDR empty property rate relief once vacated.

08/09/2021 - Walton on the Naze Lifestyles - Fitness Equipment ref: 7703    Recommendations Approved

Walton on the Naze Lifestyles current lease and warranty for fitness equipment has expired. The current lease and warranty are with Pulse Fitness.
Due to the lease expiry, it is proposed to extend this lease and warranty until February 2022. The extension would align with Clacton Leisure Centre’s lease and warranty expiry date with Pulse Fitness. In turn, this would allow a corporate approach to a complete Procurement and Tender process between late 2021 and early 2022. This would enable a review of the market and the gym equipment across the three main sites – Clacton, Walton and Dovercourt.

Decision Maker: Assistant Director (Economic Growth & Leisure)

Decision published: 09/09/2021

Effective from: 08/09/2021

Decision:

Portfolio Holder for Leisure and Tourism concurred with the Assistant Director’s decision and approves the extension of the lease and warranty of fitness equipment at Walton on the Naze Lifestyles with Pulse Fitness. This lease and warranty will be extended until February 2022 in line with Clacton Leisure Centre, allowing for a complete procurement and tender process to take place.
