the Tendring Community Fund Cost of Living fund to community hubs
and centres.

The current contract had ended with TDC. As
such, a procurement exercise was required. There were two supplies
on the ESPO Framework, one being TDC's current providers and the
other being complete pools. When the current supplier was offered
to complete a mini-tender, they objected to this offer.
As such, a direct price comparison was conducted and found both
suppliers are relatively priced, with Complete Pool Controls
currently £78.37 more expensive considering our usage in
2021/22. To note, Brenntag (current provider) has yet to announce
its price increase, which we expect to align with inflation.
Due to the responses received from Brenntag
this will support the pool operations in avoiding closures.

a) appoint Complete Pools to provide Tendring District Councils
(TDC) Pool Chemicals under the ESPO framework;
b) enter into contract with Complete Pools. The contract would be
for three years with the opportunity to extend the contract by one
year;
c) enact the procurement exemption as described in the concurrence
letter; and
d) to fund this from the Management of Sports Facilities Budget for
the 2023/24 revenue allocation for Sports Facilities, agreed at
Full Council in February 2023 as part of the General Fund budget
(General Fund Budget and Council Tax report – 2023/24).
e) to enter a temporary arrangement/ agreement with Complete Pools
whilst ESPO is finalising their updated cost arrangements.
The Portfolio Holder for Leisure & Tourism has concurred with
this decision being made.

The current 4 contract expires on 31 March
2023. The procurement of a longer term contract is currently being
explored via a framework, with the decision proposed effectively
reflecting a short 'extension' to the existing arrangements to
enable this longer term approach to be finalised.
An exemption from procurement rules was agreed by the Portfolio
Holder for Corporate Finance and Governance to enable this decision

To award a contract for up to a maximum of
one-year to NEC Software Solutions Ltd for the provision of the IT
system that supports the administration of services within Revenues
and Benefits and Housing.

TDC has for a number of years annually
contributed £2,100 towards the project costs of the local
Community Rail Partnership (CRP), alongside partners as
follows:
•Greater Anglia
•Suffolk County Council
•Colchester City Council
•Braintree Freeport
For the 2023 season the total contribution is £73,250, which
is equivalent to the total contribution made in previous years.
Greater Anglia makes the largest contribution, at £66,000 per
year.
The work of the CRP covers a number of rail lines and Tendring
District benefits from their work relating to the Mayflower and
Sunshine Coast lines in particular. The CRP promotes train travel
in general and also facilitates Station Adoption and beautification
programmes, as well as event trains.
This contribution will continue to encourage the uptake of public
transport and therefore be environmentally beneficial, alongside
wider engagement and beautification projects improving public
safety and enjoyment of their local train stations. The return of
the events trains programme supports Tendring’s visitor
economy, especially Bucket
