03/11/2017 - DOCAS Deductions from subscriptions at source from the employer ref: 407    Recommendations Approved

Part 3, Schedule 3 - Responsibility for Executive Functions delegated to Officers 4.3 (1) the Corporate Director has delegated authority to discharge executive functions within their respective service areas (Part 3.38). All delegations are subject to consultation where considered appropriate in the circumstances (paragraph 4.3 (4 (ii) - Part 3.39). The Corporate Director , Corporate Services has delegated operational matters relating to the Council's JCC and union matters to the Head of People, Performance and Projects.

Decision:

The Trade Union Act 2016 requires from 10th March 2018 agreements to be in place to ensure that employers charge a reasonable fee for the deductions of subscriptions at source from the employer (DOCAS).

03/11/2017 - Extension of Banking Contract ref: 387    Recommendations Approved

Decision:

The Council's banking contract was for an initial period of 3 years with the option to extend for a further 2 years. The service has been provided satisfactorily and market conditions have not significantly changed so the cost of extending the contract is still considered to provide value for money. The option to extend for a two year period has therefore been exercised.

19/10/2017 - To provide a grant to the Colchester and Tendring Womens Refuge ref: 386    Recommendations Approved

Decision:

To provide a grant of £25,550 to the Colchester and Tendring Womens Refuge (CTWR) in support of their outreach work and ongoing work around preventing homelessness and supporting victims of domestic violence. It is proposed that the grant will be paid for the 2017/18 financial year and also the 2018/19 financial year subject to the availability of funding and the budget setting process. A grant, of a similar amount, has been paid to the CTWR for many years in support of the activities carried out. The funding is paid from the Council’s Homelessness Prevention Grant that is received annually from the government. Given some recent changes in staffing at the CTWR along with changes in how they are commissioned to provide domestic abuse services in this area it has been considered appropriate to review the level of grant funding along with what it is paid towards. This work has been undertaken and a new service level agreement drawn up.

23/10/2017 - Pan Essex 100% Business Rate Pilot ref: 385    Abandoned

To determine whether to join with other Essex Authorities and Major Preceptors in applying to the Government to be considered to become a Business Rate Pilot Area in 2018/19 along with any associated pooling arrangements.

Decision:

To agree to the Council participating in a revised Essex business rates pool in 2018/19 and to support an application to the Government to become a pilot area in the same year, along with associated delegations to the Corporate Director (Corporate Services) in consultation with the Finance and Corporate Resources Portfolio Holder to finalise the pilot bid and pool arrangements with the other pool members.
