Purpose:
To determine whether to join with other Essex
Authorities and Major Preceptors in applying to the Government to
be considered to become a Business Rate Pilot Area in 2018/19 along
with any associated pooling arrangements.
Decision:
To agree to the Council participating in a revised Essex business rates pool in 2018/19 and to support an application to the Government to become a pilot area in the same year, along with associated delegations to the Corporate Director (Corporate Services) in consultation with the Finance and Corporate Resources Portfolio Holder to finalise the pilot bid and pool arrangements with the other pool members.
Reasons for the decision:
To ensure the Council is in a business rate pool in 2018/19 and potentially secure further financial gain from the pool being designated as a pilot area under the 100% retention of business rates model.
Alternative options considered:
None – the Council would be missing the opportunity to maximise financial benefits from being a member of a business rates pool / pilot.
