Entering into this contract with Health Assured will mean that the Council can offer staff (and their families) an employee assistance programme which provides unlimited, free and confidential advice, information and support around the clock.
TDC had been using the previous provider, Workplace Options since 2018. Their services were reviewed, alongside other providers to establish the best service available for Tendring District Council staff and member, whilst also considering possible cost savings.
This change in provider will provide Tendring District Council with a cost saving of 6% per head on the updated renewal figure. There is an option to extend the term to 36 months upon renewal in June 2024 with a further saving.

31/05/2023 - Acceptance of Additional Funding from the Government’s Get Building Fund Scheme for the Jaywick Workspace (Sunspot). ref: 11430    Recommendations Approved

During September 2020, a bid was submitted to South East Local Enterprise Partnership (SELEP) for funding towards a new Covered Market and Managed Workspace facility at Jaywick Sands. In November 2020 the Council were notified by the SELEP as administering body for the Government’s ‘Get Building Fund’ (GBF), that its bid for funding to the value of £1.97m, had been successful.
Due to some of the SELEP GBF projects not being able to deliver £3.2m additional GBF funding became available for all GBF projects to bid for. Therefore, in September 2022 Tendring District Council (TDC) submitted a further bid for £410,000 which included funding for unforeseen contamination and underground obstructions costs as well as the possibility of funding omitted items removed from the project to reduce costs.
In November 2022 the Accountability Board of SELEP awarded TDC a reduced amount of £300,879 with the possibility of further funding at a later date. Then in January 2023 TDC were informed that the SELEP Accountability Board had allocated the remaining £118,181 requested in the application.

At their meeting in May 2021, Cabinet approved the development of a Covered Market and Managed Workspace facility at Jaywick Sands. Cabinet subsequently determined in October 2021 to outsource management of the building, with a direct award to the Colchester Business Enterprise Agency (Colbea) by means of a service contract and licence.
After a change of management at Colbea, the organisation had subsequently informed the Council they were no longer in a position to take on the licence agreement, which may have been driven by the financial risk associated with the building. Colbea did however remain content to enter into a service contract for a period of 7 months for an activation service to assist TDC in securing tenants for the building and assist in developing a plan for the running of the building. In order to increase their capacity to deliver at pace however, Colbea will partner with HAT projects for additional support.
Colbea also offered a further service once the 7 months activation period has ended, which will consist of drawing on their specialist expertise in this area to manage staff within the building, until such a time as Council staff are fully trained and self-sufficient.
