Purpose:

Entering into this contract with Health Assured will mean that the Council can offer staff (and their families) an employee assistance programme which provides unlimited, free and confidential advice, information and support around the clock.
TDC had been using the previous provider, Workplace Options since 2018. Their services were reviewed, alongside other providers to establish the best service available for Tendring District Council staff and member, whilst also considering possible cost savings.
This change in provider will provide Tendring District Council with a cost saving of 6% per head on the updated renewal figure. There is an option to extend the term to 36 months upon renewal in June 2024 with a further saving.

Decision:

To terminate the contract with Workplace Options and to enter into an initial 12 month contract with a new Employee Assistance Programme provider, Health Assured commencing on 1 July 2023.

Alternative options considered:

Each year, at the point of renewal, a review of the EAP market is undertaken to ensure that the Council is receiving the best service for its employees, both in terms of service provision and value for money. Health Assured’s service provision has been compared to that of our current supplier and it is considered that it offers an enhanced service.
