In 2023 the following email was sent to TDC’s portfolio holder by the lead petitioner:

“I wonder if you could give consideration to this idea please.

How about having coloured wheelie bins instead of the recycling boxes for the following reasons/benefits:

1. The collection staff wouldn’t have to bend down to pick the boxes up to then empty them into a wheelie bin before then emptying those wheelie bins into the cart via the mechanism. This would result in a more efficient and health and safety conscious manner for the collection and disposal of recycling bins, whilst avoiding workplace injuries occurring.

2. Residents would get just one wheelie bin of each colour (red and green) so there wouldn’t be the continual expense of purchasing lots of bins and lids. I realise there would be the initial cost of providing the wheelie bins but using this type of receptacle would help the council to monitor repeated requests for further bins and could hopefully thereby keep ongoing costs under control.

3. I suggest the food waste bins are kept in use and these bins can be placed on top of the relevant wheelie bin on the weeks food waste is collected.

4. Using wheelie bins instead of the red and green boxes would also mean that items for recycling will be contained securely in a wheelie bin awaiting collection and would not blow away on windy days like the boxes and their contents often do, resulting in a litter picking task.

5. Wheelie bins for recycling would also be beneficial during times of the year when collections are altered. Rather than the collection staff having more boxes to empty at Christmas, etc, a wheelie bin would mean this could be avoided and would help to reduce the delays in getting back to normal collection routines.

6. I believe the introduction of wheelie bins for recycling could also result in a cost saving for the council, health and welfare improvements for staff and a reduction in littering that occurs as a result of adverse weather conditions.”

On reaching 200 signatures a full council debate will be held.
