a) approves the Change Control Notices, incorporating confirmation of the detailed brief and procurement strategies, for the following Community Regeneration Partnership projects, with reference to the Project Initiation Documents approved in August 2025:-
i. _04 Ten Sunspot Solar Panels;
ii. Ten_07 Clacton Town Centre and Seafront Public Realm;
iii. Ten_08 Jaywick and Clacton Shopfront Improvements;
iv. Ten_10 Seafront Arts/Community Micro Venue;
v. Ten_11 Repurposing Martello Tower E;
vi. Ten_12 Active Wellbeing Centre Phase 1 and inclusive cycling facility.
b) authorises the Deputy Chief Executive and Corporate Director (Place and Wellbeing), in consultation with the Section 151 Officer and the Monitoring Officer, to approve a Deed of Variation to the funding agreement between Tendring District Council and Essex County Council to enable the transfer of additional funds to support the delivery of:
i. Ten_07 Clacton town centre public realm, increasing the project budget by £2.5m, from £1.3m to £3.8m, as approved by Cabinet in November 2025.
