12/03/2026 - Comprehensive Local Impact Report (LIR) for the Norwich to Tilbury Nationally Significant Infrastructure Project

To publish this Council's comprehensive Local Impact Report (LIR) for the Norwich to Tilbury Nationally Significant Infrastructure Project. The decision to publish the LIR has been made to ensure transparency, provide clarity for stakeholders, and set out the full extent of the project’s anticipated impacts on the District.
TDC’s LIR covers a broad range of issues, including—but not limited to—the following:
•Assessment of likely impacts of the proposed development on the district, including environmental, social, and economic effects.
•Local knowledge and expertise, drawing on TDC’s understanding of the area, its communities, and its unique characteristics.
•Evidence of local concerns and issues, including agricultural impacts, landscape and visual effects, flood risk considerations, local socio economic implications, and the effect of the scheme on local travel patterns and access to community facilities/businesses/settlements (to name but a few).
•Appraisal of the development’s compliance with relevant local planning policies, strategies, and guidance.
•In consultation with ECC, detailed consideration of the draft DCO, including articles, requirements, and obligations, together with any changes or mitigation measures TDC considers necessary.
The publication of the LIR ensures that these locally specific matters are clearly communicated to the Examining Authority in a transparent manner and are fully taken into account in the examination of the project.
