Minutes: There were no apologies for absence submitted nor substitutes appointed on this occasion.
NOTE: Councillor J Henderson (Chairman) requested that it be put on the record that she would like the Democratic Services Officer to send a letter on her behalf to Councillor Bradley Thompson to remind him that he should remain regular in his attendance and send his apologies for absence if he cannot make a meeting of the Sub-Committee. |

Minutes of the Last Meeting To confirm and sign as a correct record, the minutes of the last meeting of the Sub- Committee, held on Monday, 27 April 2026.
Minutes: It was moved by Councillor A Cossens, seconded by Councillor Davidson and:-
RESOLVED that the minutes of the last meeting of the Sub-Committee, held on Monday, 27 April 2026 be approved as a correct record and be signed by the Chairman. |

Exclusion of Press and Public The Sub-Committee is requested to consider passing the following resolution:-
“That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during the consideration of Agenda Items 5 to 8, on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A, as amended, by the Act.” Minutes: It was moved by Councillor A Cossens, seconded by Councillor Davidson and unanimously:-

Report of the Assistant Director (Corporate Policy & Support) - B.1 - Application for the Renewal of a Hackney Carriage/Private Hire Driver's Licence To present to Members the circumstances surrounding the renewal application submitted by the individual for a Hackney Carriage/Private Hire Driver Licence, and to request that the Sub-Committee determine whether they remain a fit and proper person to hold such a licence, given that their DVLA driving licence has been endorsed with six penalty points for exceeding the speed limit on a public road on two separate occasions and that they failed to notify the Licensing Authority of these offences. Minutes: RESOLVED that the individual’s Hackney Carriage/Private Hire Driver Licence be granted for 3 years with 6 Enforcement Penalty Points to last the full 3 years, subject to a satisfactory medical test being provided to the Licensing Team. |

Report of the Assistant Director (Corporate Policy & Support) - B.2 - Review of Hackney Carriage/Private Hire Driver Licence and Hackney Carriage Vehicle Licence To enable the Sub-Committee to consider a request to review both a Hackney Carriage/Private Hire Driver Licence and a Hackney Carriage Vehicle Licence, following concerns that a vehicle has been operated as a Hackney Carriage without the appropriate authorisation. Minutes: RESOLVED that the individual’s Hackney Carriage/Private Hire Driver Licence be suspended for one month with the option to either appeal the decision within 21 days of the meeting to the Magistrates’ Court or to have the suspension start immediately. Also, that the individual’s Hackney Carriage/Private Hire Driver Licence would be endorsed with 9 Enforcement Penalty Points. |

Report of the Assistant Director (Corporate Policy & Support) - B.3 - Request to Uphold Decision to Revoke Hackney Carriage/Private Hire Driver Licence To enable the Sub-Committee to consider a request to revoke a Hackney Carriage/Private Hire Driver Licence due to the licence holder failing to provide evidence that they are medically fit to act as a licensed driver.
