Minutes of the Last Meeting To confirm and sign as a correct record, the minutes of the last meeting of the Sub- Committee, held on Monday, 22 September 2025.
Minutes: It was moved by Councillor A Cossens, seconded by Councillor Davidson and:-
RESOLVED that the minutes of the last meeting of the Sub-Committee, held on Monday 22 September 2025 be approved as a correct record and be signed by the Chairman. |

Declarations of Interest Councillors are invited to declare any Disclosable Pecuniary Interests, Other Registerable Interests of Non-Registerable Interests, and the nature of it, in relation to any item on the agenda.

Exclusion of Press and Public The Sub-Committee is requested to consider passing the following resolution:-
“That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during the consideration of Agenda Items 5 to 7, on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A, as amended, by the Act.” Minutes: It was moved by Councillor A Cossens, seconded by Councillor Davidson and unanimously:-
RESOLVED that under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during the consideration of Agenda Items 5 to 7 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A, as amended, of the Act. |

Report of the Assistant Director (Corporate Policy & Support) - B.1 - Review of a Hackney Carriage/Private Hire Driver's Licence To consider a review of a Hackney Carriage/Private Hire Driver’s Licence where the applicants DVLA licence has been endorsed with 9 penalty points across three Fixed Penalty Notices. Additional documents:
Minutes: RESOLVED – that the individual’s Hackney Carriage/Private Hire Driver’s Licence be suspended for 1 month, starting 21 days after the Licensing Authority has notified the individual by letter of the suspension. |

Report of the Assistant Director (Corporate Policy & Support) - B.2 - Application for the Review of Hackney Carriage/Private Hire Vehicle Licences To consider a review of a Hackney Carriage/Private Hire Vehicle Licences where the licence holder has demostrated unacceptable behaviour towards members of the Licensing Team and acquired 25 Enforcement Penalty Points across various licenced vehicles. Additional documents:
Minutes: RESOLVED – that the individual’s vehicle licences be imposed with Enforcement Penalty Points and that the individual be given a written warning which outlined that the individual’s behaviour was deemed to be unacceptable and that if the individual was to come before the Sub-Committee once more for a breach of the Hackney Carriage/Private Hire Policy then a much more severe penalty may be imposed such as revocation or suspension. |
