To consider the results of the consultation event held in July 2019 together with the options appraisal, and;

To consider a direction of travel in terms of the future use of Martello Towers D and E, west seafront, Clacton-on-Sea.

(a)       That Officers seek grant funds and technical assistance from regulatory bodies in order to proceed with the conservation and conversion of both Tower E and Tower D in accordance with the supporting information provided in the Officer’s report; and

(b)       That in the event that grant funding is not secured within one year Officers will proceed to the marketing of both Towers with a long lease for an appropriate conversion and use that contributes to the vitality of the seafront with a bias towards financial viability in terms of Tower D and a bias towards a financially sustainable community dimension in terms of Tower E.

To enable a direction of travel to be decided in terms of the future use of Martello Towers D and E.

To not agree to the urgent works and future considerations and request further options be explored;

Or do nothing further and allow the continued deterioration of the Towers.
