Purpose:

On Friday 17th March 2023 Cabinet endorsed Tendring District Council (TDC)'s acceptance of £19.96m through the Levelling Up Fund (LUF) for the Clacton Civic Quarter.
Announced in the Spring Budget 2023, Dovercourt was awarded £6.7m through the Capital Regeneration Project (CRP1) scheme from Government.
In March and June 2023, the S151 officer signed Memoranda of Understanding for the LUF and CRP1 funding programmes from DLUHC (link and link), enabling the delivery of the Clacton Civic Quarter and Dovercourt Town Centre programmes, including projects in partnership with Essex County Council.
In September 2025, as previously reported to Cabinet, MHCLG wrote to TDC to advise that the LUF and CRP1 programmes were being simplified under the new banner of the Local Regeneration Fund, to reduce the administrative burden on local
authorities and maximise freedom and flexibility.
In February 2026, a new MoU was received for the Local Regeneration Fund, including an extension to the funding envelope to March 2028 (previously confirmed) and a relaxed monitoring & evaluation reporting approach. A two week timescale was allowed for signing the revised MoU, expiring Friday 6 March 2026.
