Decision Maker: Deputy Leader of the Council and Economic Growth, Regeneration & Tourism Portfolio Holder

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Decision:

To repurpose the remaining £28,252 from the Ten_02 Community Transport Bus Open Call to the Ten_08 Shopfront Improvement Grant Scheme.

Reasons for the decision:

To reallocate the unspent funding through this scheme, which wasn't expended due to applicants submitting proposals for lower sums as they did not require the transport bus to have additional adaptations. By reallocating this funding, this will support the delivery of shopfront improvements through a grant application process under the Ten_08 Shopfront Improvement project, which has demonstrated significant success so far, and now has a waiting list for Clacton and Holland.
The Community Regeneration Partnership, is a government programme which through delivery of 15 projects, aims to address key socio-economic challenges in Clacton-on-Sea and Jaywick Sands, improve local infrastructure, enhance community services, and contribute to the long-term regeneration of the area.
On 20 December 2024, Cabinet approved the recommendation to allocate £0.21m from the capital expenditure to the Community Transport Buses project (Ten_02) and delegated authority to the Portfolio Holder for Economic Growth, Regeneration & Tourism to: sign off an evaluation criteria and deliver an open call grant process administered in line with the adopted External Grant Funding Checklist.
On 22nd August 2025, the Cabinet Member for Economic Growth, Regeneration and Tourism approved the proposed organisations who will receive funds from Ten_02 Community Transport project under the Community Regeneration Partnership Fund: https://tdc-mgov-prd-01.tendringdc.gov.uk/ieDecisionDetails.aspx?ID=13780
The repurposing of the remaining funds will allow the continuation of the Ten_08 project, to support more businesses than it would be otherwise unable to do.

Alternative options considered:

Not reallocate the funds and return the money to MHCLG.
