Purpose:

On 20 December 2024, Cabinet accepted the Community Regeneration Partnership funding and commenced delivery. Prior to this, the programme was accepted into the Policy Framework by Full Council on 8 June 2024 and the principle of entering the Partnership approved by Cabinet on 26 July 2024. Subsequently, the funding has been received and a Memorandum of Understanding entered with MHCLG which includes TDC as the Accountable Body. The funding period lasts until 31 March 2026.
The appointment of the required services are necessary to progress the project through to delivery, including achieving defrayment in line with the MOU.
Geosphere Environmental were commissioned to do a Bat Roost Assessment at the beginning of Jan’26. As the assessment established the presence of bats in Tower E, it is now essential to undertake further Bat Hibernation and Summer Roost Surveys to support design work and planning applications for Tower E.
As the additional first Bat Hibernation survey has to be done in Jan’26, there is no time left to run another RFQ for these surveys.
As Geosphere Environmental have done the initial assessment, as they know the building and are immediately available to continue with the Hibernation Survey, they are the best placed specialists around to continue these survey works.

Decision:

To extend the appointment of Geosphere Environmental to delivering a Bat Hibernation Survey and Bat Summer Roost Survey for the Ten_11 Martello Tower E project which is being delivered as part of the Community Regeneration Partnership funding programme.
The services have a total cost of £9,925.00 plus VAT.
(Hibernation survey £3,125 - Summer Roost survey £ 6,650 - project management £ 150).
These services are necessary as the Bat Roost Assessment which Geosphere Environmental did early Jan’26 has established the presence of bats in Tower E and these additional surveys will be required to support design development and planning applications for Tower E.
To procure Bat Hibernation and Summer Roost surveys as required for the project delivery.

Alternative options considered:

The appointment duration concludes prior to the timescales of Local Government Reorganisation.
The wider project will include works to improve the building condition in the short term, prevent further decay, and manage the ongoing maintenance burden of this council-owned asset.
