Purpose:

The Energy Company Obligation allows energy suppliers to provide funding to improve the energy efficiency of homes. Certain improvements can only be made when they are approved with the local authority through the LA Flex scheme.
Energy suppliers or their appointed agents/contractors can only offer these additional works where they have an agreement in place with the Council.
Capture Carbon Ltd have approached the Council about offering energy efficiency improvements in the area. Having undertaken checks and held discussions with the company officers believe it is appropriate enter into a memorandum of understanding (MOU) around how Capture Carbon will operate.

Decision:

To enter into a Memorandum of Understanding with Capture Carbon Ltd in relation to the delivery of the Energy Company Obligation in the District.

Alternative options considered:

Option 1 - Entering into a MOU - in order to provide the widest range of options for our residents this is the preferred option.
Option 2 - Not entering into a MOU - this would restrict the level of improvements that are available to our residents.
