To accept and then allocate £47,000 of funding from the Police Fire and Crime Commissioner for community safety projects as identified by the Community Safety Partnership

1.To accept £47 000 funding provided by the Police, Fire and Crime Commissioner for use by the Community Safety Partnership.
2.To allocate £46,852 of funding provided by the Police, Fire and Crime Commissioner to grants for community safety projects as detailed in the Community Safety Delivery Plan 2024/25 and as determined by the Community Safety Partnership
The funding is held by Tendring District Council as the accountable body. Accepting the funding is in alignment with the Community Safety Partnership and Health and Wellbeing Board’s Terms of Reference in terms of maximising funding opportunities and supporting effective delivery and planning budget allocation. It also meets the Community Safety Partnership Plan which requires the allocation and deployment of resources to implement the priorities.
Allocation of funding is in accordance with the grant conditions from the terms and conditions of grant provided by the Police, Fire and Crime Commissioner which provides for Eligible Expenditure for the Purpose which is defined as the project as set out in the overview. Details have been sent to the Police Fire and Crime Commissioner of the work undertaken the previous year and the proposals for this year and on this basis the Police Fire and Crime Commissioner has provided the funding and all allocation of funding is in accordance with that plan.
The allocation of funding has been reviewed in respect of the Subsidy Control Act 2022 and as funding is allocated by an open call process to organisations which can further the objectives of the Community Safety Partnership, allocation of funding does not constitute a subsidy. Although the open call is restricted to the members of the Community Safety Partnership any organisation which can further the objectives of the Partnership is invited to join.
All projects that have been allocated funding have also been assessed in terms of meeting the requirements of the Council’s Corporate Plan and meet the priority of Working with Partners to Improve Quality of Life and in particular seek to promote safer, healthier and inclusive communities and to meet the identified need in our communities
A summary of projects is listed below:
Firebreak - £5,000.00
Specialist Intervention - Fire Break bespoke course for 12 students, covering subjects such as:
•Home safety
•Arson and hoax calls
•Water supply
•Hate crime
•Cyber safety
•Health relationships
Young Person Crucial Crew - £5,000.00
Online production and workshops to convey multiple messages such as: weapons awareness, child exploitation, grooming, county lines, peer pressure, bullying and online safety, to all years 6 young people across Tendring Primary Education settings.
Resilience Voyage - £7,500.00
The Drugs Bus project will engage with six secondary schools across Tendring, Colne, Manningtree, Tendring, Clacton Coastal Academy, Clacton County High, and Harwich. The project will provide 6 whole day events at schools which will equate to 5 one hour sessions for all the schools to educate around Drug and Knife Crime.
Essex Police - Op Esplanade – £8,352.00
This operation is being set up to provide a dedicated resource in the town centre to tackle anti social behaviour (ASB) committed by local youths and street drinkers during peak times over the summer period.
The aim of the operation is to provide high visibility patrols with the council to prevent ASB and crime and to reassure the public and local businesses during the peak periods.
During the summer holiday, July and August are peak months for an increase in anti-social behaviour in the Tendring district. Due to the warm weather the local street drinkers will congregate on Christmas Tree Island in Clacton. The local youths have previously clashed with the street drinkers resulting in ASB, violent crime and an environment where local residents and tourists do not feel safe. The community policing team carried out a survey of local businesses and public in the town centre where the majority stated the ASB caused by the street drinkers would cause them to lose business, be a victim of crime such as theft and feel unsafe. As this period is a peak time for police in Tendring, officers from the Town Centre Team will be deployed across the district to deal with priority and emergency incidents based on threat/harm/risk so they cannot be dedicated to the town centre alone. They are also on a rotating shift pattern so there are days when they are not on duty.
Street Elite Football Skills - £2,000.00
Providing a one hour session twice a week for a total of 20 weeks priced at £50 per session. Each session will be held on Christmas Tree Island in Clacton run by two officers. Equipment will be provided by Panna Boss. Small football goals and cones are used to set up a mini panna court to engage the community in small sided street football games, either 1v1, 2v2 or 3v3. Young people are encouraged to engage with the activity by the officers. These sessions are positive for the community aiming to reduce crime rates in the town, engaging teenagers that may otherwise be looking to cause trouble.
Centre for Action on Rape and Abuse (CARA) Specialist Counselling - £10,000.00
The demand for CARA services in Tendring is significant with 365 referrals from Tendring residents in 2023, including 58 young people (aged 13-17) and 20 children under 12. The service supports clients with a range of services including an Independent Sexual Violence Adviser, support through the criminal justice process, advocacy, emotional support and specialist sexual violence therapy.
CARA’s specialist therapy service helps victims and survivors understand the sexual violence they have experienced and recognise the signs of sexually abusive behaviour and unhealthy relationships in future – helping them to make healthier choices and avoid further sexual harm.
Older Person’s Crucial Crew - £1,500.00
This delivers an event to the older population of Tendring, giving the participants the latest messages of how to keep themselves safe when either at home or out in their communities and includes a wide range of providers giving messages to the participants.
Essex Police Knife Bins - £2,000.00
To support the maintenance and upkeep of two knife bins which are situated outside Clacton Police Station and Harwich CVS Hub. In the past three years 58,000 knives, weapons and other dangerous objects have been deposited into all the knife bins across the Essex County. This will support Essex Police on Knife Day Amnesties in Tendring to reduce the risk of knife crime in the district.
Next Chapter £5,500
The Next Chapter work in partnership with Tendring Police (located in Tendring Police Station)
Domestic Abuse Victims are provided with independent advice to enable them to make an informed decision in relation to the support available for their children, increasing their understanding of the impact of domestic abuse on their children and therefore increasing the number of victims continuing to engage with support following the intervention.
Victims are given appropriate ongoing support, reducing the risk of any further harm for the whole family.
