Part 3, Schedule 3 – Responsibility for Executive Functions delegated to Officers paragraph 4.3 (1) – the Corporate Director has delegated authority to discharge executive functions within their respective service areas (Part 3.38). All delegations are subject to consultation where considered appropriate in the circumstances (paragraph 4.3 (4(ii) – Part 3.39). The Corporate Director Paul Price has delegated operational matters relating to the purchase and delivery of wheeled bins contract, to the Street Scene Officer.

Following procurement procedures and further competition under ESPO framework agreement 860_18, to award the contract to MGB plastics; for the provision and delivery to 58,000 individual households of a 180L wheeled bin.

Lowest cost of all bidders; £818,972. All values based on core requirements, option to deliver food caddy liners; (additional delivery cost of £5,800). Three bids received in total. Next lowest bid was £899,440, highest bid was £1,202,960.
