Purpose:

Following the expiry of the BT/ EE Mobile Telephony contract Officer decision to commence a new managed mobile telephony contract with Class Networks for a period of 3 years through the UK government Crown Commercial Services framework (RM3808 – Lot 6) which is fully compliant with the Council’s Procurement Procedure Rules. We are staying with EE due to their local and national mobile coverage.
The Class Network contract also provides some flexibility to utilise other competitor networks where demand requires.

Decision:

To commence a new managed mobile telephony contract with Class Networks for a period of 3 years through the UK Government Crown Commercial Services framework (RM3808 – Lot 6) and staying with EE mobile services.

Alternative options considered:

Option 1)Doing nothing is not an option.
Option 2)A tender process would be very resource intensive and in this instance is highly likely to;
a) Increase costs even if the incumbent contractor is successful.
b) Result in a period of considerably reduced support performance with a new provider ‘getting up to speed.
c) Paying higher fees for older devices.
Option 4) Direct award through UK government Crown Commercial Services framework following value for money discussion/ assessment of this provider and EE and working in partnership with the Essex Online Partnership to maximise bulk purchase pricing.
