Purpose:
In September 2019 Cabinet approved concept
designs and project proposals for the Starlings site in Dovercourt
Town Centre and the demolition of the two storey decked carpark on
Milton Road (the site to be used subsequently for residential
development), and allocated funding to secure delivery.
In March 2020 it was determined that the necessary site
investigations had been concluded to the Council's satisfaction and
that the project could proceed to delivery.
In July 2020 officers determined to issue an Invitation to Tender
(ITT) in order to secure the professional services required to
progress the design and demolition methodology for the Starlings
site and Milton Road Car Park sites, and to oversee the
construction and demolition associated with these sites through to
completion.
The closing date for tenders was 5th August 2020. The ITT was
posted on Contracts Finder and in addition seven potential
contractors were alerted to the work.
This ITT process yielded three tender submissions.
These tenders were assessed and evaluated in accordance with the
published ITT criteria, and points awarded for each tender (against
each of the criterion).
The Tender evaluation resulted in the selection and appointment
(subject to contract) of Richard Jackson Ltd.
Decision:
Following the competitive process described
above, officers have now determined to appoint Richard Jackson Ltd
(subject to contract) as the Council's Professional Team for the
Starlings and Milton Road Project.
Alternative options considered:
Option 1 - Progress this work internally to
secure the delivery of the project. This option was dismissed
because the Council does not have within its staffing compliment
the necessary range of skills or the capacity required to progress
this work.
Option 2 - Do Nothing. This option was dismissed because Cabinet
had already determined (September 2019) that the project should
proceed, and had allocated resources accordingly.
Option 3 - Procure a Professional Team via a competitive process to
develop detailed designs and construction methodology, secure all
statutory approvals, and oversee the construction phase through to
delivery and completion.
It was determined that Option 3 provided the only means through
which delivery of the scheme approved by Cabinet in September 2019
could be secured.
