Purpose:

To decide the terms, conditions and other matters pertaining to the partial acquisition of land known as the Starlings Site, south of Main Road, Dovercourt.

Decision:

That the Deputy Leader & Portfolio Holder for Corporate Finance and Governance and the Portfolio Holder for Business and Economic Growth hereby jointly:

 

a)    Note the outcome of the site investigations into the nature of the site and the outline feasibility of the proposals;

 

b)    Approve the terms for the acquisition of parts of the site shown edged pale blue, edged yellow and edged grey on the Location Plan attached at Appendix A, as set out in Appendices B and C;

 

c)    Authorise the completion of the acquisition of the land on those terms and such other terms that the Acting Corporate Director (Operations and Delivery) considers appropriate, in consultation with the Assistant Director (Governance);

 

d)    Authorise the acquisition of an indemnity policy in relation to the unregistered land; and

 

e)    Approve that if the cost of the purchase of the site and the proposed development option exceeds the overall agreed budget of £1.595m, then Officers are requested to investigate alternative options for the site to secure the successful transformation and renaissance of the town and report back to Members as necessary.

Reasons for the decision:

a)    To approve the principle and terms for the acquisition of parts of the site [known as the Starlings site, South of Main Rd, Dovercourt]; and

 

b)    To authorise completion of the acquisitions on those terms and such other terms that the Acting Corporate Director (Operations and Delivery) considers necessary.
