Part 3, Schedule 3 – Responsibility for
Executive Functions delegated to Officers paragraph 4.3 (1) –
the Corporate Director has delegated authority to discharge
executive functions within their respective service areas (Part
3.38). All delegations are subject to consultation where considered
appropriate in the circumstances (paragraph 4.3 (4(ii) – Part
3.39). The Corporate Director; Paul Price has delegated operational
matters relating to the provision of media banks to the Street
Scene Officer.
To commence the provision of media banks at
bring sites across the district for the reuse of books and DVDs.
Tendring District Council currently has 80 bring sites across the
district and whilst the majority of these sites are just for glass,
there are a number of sites, including community sites, which have
been identified where there is capacity for the introduction of a
media bank. Furthermore, with the removal of paper banks from a
number of sites, there is further opportunity to utilise the
resultant void from the paper bank removal with a media bank, which
in turn will promote the continued use of the site by providing a
diverse range of materials which the public will be able to
recycle.
Our current textile contractor, Perfect
Stores, has the availability to provide at nil cost to the
authority, a number of banks (media banks) to be located at various
bring sites across the district for the collection and ultimate
reuse and recycling of DVD's and books. Based upon the assumption
of 16 banks being deployed, this could equate to 63 tonnes
collected per annum, resulting in £4,166 revenue associated
with recycling credits. The banks are owned, maintained and
serviced by the contractor who will also be responsible for the
costs associated with deployment of the banks. The quantity of
books and DVDs currently deposited at the BHF Banks or directly at
charity shops could be adversely affected. However, with the
introduction of 16 additional banks across the district, any effect
would be minimal. Provision of additional banks can help reduce fly
tipping by firstly providing the public with an additional outlet
for unwanted books and DVDs and secondly, by occupying a vacant
space at the relevant bring site provides less opportunity for fly
tipping to occur.
