Purpose:

To decide whether to award the collection and recycling of textiles from textile banks across the District to another company following the dissolution of the Council’s current contractor.

Decision:

To award the collection and recycling of textiles from the Perfect Stores textile banks located across the District to Essex Textiles at £150 revenue per tonne of textiles collected.

Reasons for the decision:

The Council’s current contractor, The Perfect Group of Companies Ltd. dissolved on 19 November 2019. Since this date none of the textile banks have been serviced resulting in complaints, fly tipping of materials around the banks, customer dissatisfaction and loss of revenue to the Council.

Alternative options considered:

Collection banks are currently the only avenue for residents to recycle textiles via the Council. Removal of the banks or leaving the banks unemptied would result in increased fly tipping and additional textiles being placed in the residual waste stream affecting the overall recycling rates.

 

Other contractors were also approached for a quotation.
