Purpose:

Martello Tower E is in the freehold ownership of the Council.
It is a Scheduled Ancient Monument and on the Buildings at Risk Register.
External render is dangerous. The roof structure is leaking and dangerous. Water is causing severe damage inside the building.
The structure needs to be made safe and stabilised before its long term future can be considered.
Tenders have been sought for a package of urgent works.
A draft funding application to Historic England has been prepared. Officers are optimistic that a grant will be made. Some match funding is required.

Decision:

To submit the application for grant funding.
To allocate funds from the Emerging Property Projects Fund for the match funding.
Subject to the success of the grant application, to appoint the lowest tenderer, Rose Builders, to carry out the works.

Alternative options considered:

Option 1 -
Making the grant, allocating match funding and awarding a contract.
Option 2 -
Not making a grant application and seeking funds for TDC to carry out the work independently.
Option 3 - Not doing anything.
