siting or regular access of vehicles. If the cart is located near
to the barriers of the site it may restrict visibility of the
pedestrian crossing and traffic lights for vehicles that are
turning right into Pier Avenue/Jackson Road. If sited nearer the
building the smell of cooking may affect the non-retail office
block.
