Colchester City Council is consulting on its Submission Draft Local Plan under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 prior to submission for independent examination.
Having reviewed the Plan, Tendring District Council considers it appropriate to submit a consultation response. The response confirms that the Council does not object to the soundness of the Plan and supports Colchester City Council's continued efforts to progress its Local Plan towards examination. It also highlights the desirability of maintaining a consistent position between the respective authorities regarding anticipated housing delivery from the Tendring Colchester Borders Garden Community, informed by the most up-to-date evidence.

On 7th September 2026, the Secretary of State for Housing, Communities and Local Government announced in Parliament that a review of the Local Government Reorganisation programme was commencing and that the decision made in March 2026 for Greater Essex (and other areas) had been withdrawn in light of new legal advice. Following this announcement, local authorities received correspondence from the Minister of Housing, Communities and Local Government requesting that until this review has concluded, Councils cease work on implementing the decisions that have previously been announced. The timetable for completion of the review is unknown at this time.
This decision relates to a consultation response on the emerging Local Plan of a neighbouring authority and has no direct implications for the ongoing review of Local Government Reorganisation proposals.
