Purpose:

On 20 December 2024, Cabinet accepted the Community Regeneration Partnership funding and commenced delivery of the Ten_09 Jaywick Sands Public Open Spaces project. Subsequent Cabinet decisions increased the overall project budget and approved the development of a revised programme of projects.
The original appointment of Adams & Sutherland Ltd was based on a £1.7m construction budget and a programme of eight public open space projects. Since appointment, Cabinet-approved changes to the project budget and scope have significantly increased the scale and complexity of the programme.
The current programme comprises twelve projects, including Brooklands Road, Bay Walk, Enterprise Centre and Dig4Jaywick improvements, vacant plot activation projects and expanded proposals at Crossways Park and St Christophers Green following approval of the revised Ten_09 programme and associated budget increase.
As the project has developed through feasibility, consultation and design stages, substantially more work has been required including additional stakeholder engagement, highways and engineering input, multi-site design development and coordination across a significantly larger programme of projects.
This decision enables completion of the current design stage and provides developed proposals to inform future delivery decisions.

Decision:

To approve a variation to the existing Bloom Work Order (Project_7324) with Adams & Sutherland Ltd for the Ten_09 Jaywick Sands Public Open Spaces project, reflecting the approved increase in project budget and expanded scope of works, and to approve an increase in consultant fees of £70,662 for services up to and including RIBA Stage 3.

Alternative options considered:

The proposed fee variation relates to the continuation of consultant design services for an existing approved project and is not expected to have any direct implications arising from Local Government Reorganisation or Devolution. The wider project will continue to deliver improvements to public realm and community assets within Jaywick Sands.
