Purpose:

Clacton Leisure Centre continues to experience high usage and maintaining a clean and hygienic environment remains a core priority for our service. The centre is committed to upholding these standards by sourcing services and products that offer the best value for money while ensuring the highest quality throughout the centre.
In areas such as leisure centres, which have high footfall, high touch points, high energy activities, and wet and damp environments, make these areas susceptible to harmful bacteria build ups, making the need for professional cleaning even more vital, not only to protect only the users, but our staff working in these facilities too.
This in hand, will make for a more pleasant and professional experience for users, reducing the reputational damage and complaints received in associated with low maintenance and standards of cleanliness.
In the past, Clacton Leisure Centre has had significant recruitment challenges to fill vacant cleaning positions, and due to the growing nature of the centre, it was not a viable option to look back at this recruitment process.
A procurement process with Colchester City Council was undertaken whereby, four tenders was received. Following a consensus scoring Kingdom Cleaning Ltd was the strongest bid under lot 3 for Tendring District Council.

Decision:

A) To the award and the entering into Contract with Kingdom Clean for Contract Cleaning at Clacton Leisure Centre until March 2029, with the option to extend.
B) For the total cost of this contract is £213,099.56 for the 4-year period, each year reflecting an inflation increase, year 1 starting at £47,925.00 to year 4 reaching £58,874.95 to be funded from the Clacton Leisure Centre revenue accounts
The funding for this contract was brought forward to Cabinet on?25th July 2025. This was listed under item 48 - Report of the Corporate Finance

Alternative options considered:

This contract is due to run to 2029 which could overlap with LGR, however this contract is in partnership with Colchester City Council, Colchester Borough Homes, Braintree District Council and Tendring District Council which could act as an aid to LGR.
