Purpose:
To obtain the approval of the Corporate
Director (Operations and Delivery), in consultation with the
Portfolio Holder for Housing, to undertake an environmental
improvement scheme at Groom Park, Clacton on Sea, as part of the
current years approved Housing Investment Programme. In addition,
to obtain authorisation for the Assistant Director (Housing and
Environment), in consultation with Legal Services, to conclude
negotiations regarding a leaseholder’s contribution towards
elements of the scheme and agree a lease extension, subject to
agreement being reached on the required variations to their lease
agreement.
Decision:
To undertake an environmental improvement
scheme at Groom Park, Clacton-on-Sea, as part of the current year's
approved Housing Investment Programme.
To authorise the Assistant Director (Housing and Environment), in
consultation with Legal Services, to conclude negotiations
regarding a leaseholder’s contribution towards elements of
the scheme and to agree a lease extension, subject to agreement
being reached on the required variations to their lease
agreement.
Alternative options considered:
Option 1 - To undertake an environmental
improvement scheme as set out in the attached report.
Option 2 - Not to undertake the proposed environmental improvement
scheme. However, there has been an ongoing problem with rubbish
being dumped to the front and side of the two three story blocks in
Groom Park, which are numbered 38 to 60 Groom Park. To resolve
these issues, the Council is proposing to carry out an
environmental improvement scheme to create a dedicated refuse area
to the rear of these flats and to take this opportunity to review
the use and allocation of the individual garden areas.
