Purpose:
The RAMS Partnership Agreement was originally
agreed in May 2021 to establish the partnership arrangements and
define roles and responsibilities related to the project.
Chelmsford City Council was unanimously chosen as the first
Accountable Body and Lead Institution for a term of three
years.
In December 2022 a Partnership Agreement Deed of Variation was
agreed incorporating modifications to provide more effective
working and governance arrangements. It also extended Chelmsford
City Council’s term as Accountable Body and Lead Institution
for an additional one year until October 2025.
Following discussions of the Delivery Board, Chelmsford City
Council has agreed to stay on as the Accountable Body and Lead
Institution for an additional five years (to October 2030) with
possible extension of a further two years. This necessitates an
update to the partnership agreement. It also provides an
opportunity to update the agreement to ensure that it continues to
be up to date and to make the day-to-day operations of the project
clearer and more effective.
Authority for Delegated Decision:
Part 3, Schedule 3 – Responsibility for Executive Functions
delegated to Officers paragraph 4.3 (1) – the Corporate
Director has delegated authority to discharge executive functions
within their respective service areas (Part 3.38). All delegations
are subject to consultation where considered appropriate in the
circumstances (paragraph 4.3 (4(ii) – Part 3.39).

Option 1 – Sign the updated Partnership
Agreement.
Alternative options considered:
Option 1 – Sign the updated Partnership
Agreement.
Option 2 – Not sign the Partnership Agreement. The Council
would then be required to find an alternative solution to meet
it’s obligations under the Habitat Regulations, which would
include the management of a district-wide scheme.
