Decision Maker: Leader of the Council and Corporate Finance & Governance Portfolio Holder

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Decision:

To allocate £74,000 of the Long Term Plan for Towns Capacity Payment to various projects in accordance with the resolution of the independent Clacton Town Board.

Reasons for the decision:

The Clacton Town Board (on 19 July 2024, Minute 23) resolved that the proposals, as set out in the presentation to the Board, for the use of a proportion of the £250,000 capacity funding, be approved.

As the Accountable Body, Tendring District Council needs to follow its own governance process to appropriately allocate the funding and agree its spending.

Alternative options considered:

(1)    Not Allocating the Funding at all

The decision to allocate the funding has been made by the independent Clacton Town Board; for which TDC acts as the Accountable Body.

(2)    Not Allocating the Funding in the way set out by the Board

Without a governance or procedural reason to do so, this could damage the relationship between TDC and the Board, and undermine the established Terms of Reference and operation of the independent Board.
