Purpose:
To participate in a shared update of the
transport models covering Tendring, Colchester and Braintree.
As part of the Local Plan review, the Council will need to
undertake transport modelling associated with proposed housing and
employment allocations in the Tendring District. The study will
form part of the Council’s evidence base to inform the Local
Plan review. In order for this evidence to be robust, preliminary
work to update the existing transport model is required –
ensuring that the appropriate geographic areas are modelled in
sufficient detail to understand what impact additional development
will have on the transport network.
The transport model enhancements covering Braintree, Colchester and
Tendring are being carried out in parallel, which provides
economies of scale for each of the planning authorities; since it
is more cost effective to update the three district areas covered
by the transport model at the same time. This joint work has been
procured by Essex County Council, who will recharge the appropriate
portion to each of the participating authorities.
The decision to commission evidence for the Local Plan Review was
taken and published on 12/01/2024.

Part 3, Schedule 3 – Responsibility for Executive Functions
delegated to Officers paragraph 4.3 (1) – the Corporate
Director has delegated authority to discharge executive functions
within their respective service areas (Part 3.38). All delegations
are subject to consultation where considered appropriate in the
circumstances (paragraph 4.3 (4(ii) – Part 3.39).

Agree for Essex County Council to commission
the updating of the relevant transport models, to enable further
site-specific work to be undertaken to support the Local Plan
review.

Option 2 – Do nothing. Not preparing appropriate evidence to
inform the Local Plan’s updated policies will increase the
