Decision:

To use APSE Energy to provide the Council with consultancy services to measure carbon reductions and support the Council to plan for future Carbon reductions at a cost of up to £10,000.

Reasons for the decision:

The Council has committed to meeting a net zero target for carbon emissions by 2030. As a result the Council needs to measure its carbon emissions, and to plan for actions which will enable the Council to work towards meeting the target. This support from an experienced national provider that has worked with over 50 other local authorities helps the Council to produce its updated action plan. APSE has successfully provided technical comments on the Council’s draft action plan, reference to national best practice, and produced the carbon emissions information for the Council.

Alternative options considered:

The Council could complete the Action Plan in-house without associated technical work to measure its carbon reductions until the end of the plan in 2030. However, there would remain a significant risk that the Council would remain off trajectory without the data to measure, and could miss out on best practice from around the country which consultants working nationally have access to.
