Purpose:

Harwich Harbour Ferry (HHF) operates a service between Harwich, Felixstowe and Shotley, with Harwich benefitting from the increased tourism revenue and brand recognition the company brings to the area.
An annual update meeting in November 2023 highlighted steady passenger numbers, as well as progress on the Owner’s moves to make the service more environmentally-friendly.
The Owner continues to take opportunities to train local people to become part of the business whether as maintenance or as Skipper.
Consideration has been given to the environmental impact of this continued public funding support; this ferry offers alternative public transport options to those who do still use the service to commute or travel for pleasure between Harwich, Felixstowe and Shotley, as well as encouraging other sustainable travel through initiatives such as allowing bicycles onboard. This is an extant service and therefore will not be a new impact to the surrounding area and waters.
This TDC contribution forms part of a partnership with other beneficiary Councils, with the total contribution of all Partners at £31,750.

Decision:

To pay TDC’s 2024/25 contribution of £1,500 to Harwich Harbour Ferry, alongside partner Councils, towards the continued running of the service.

Councillor Ivan Henderson, Deputy Leader of the Council & Portfolio Holder for Economic Growth, Regeneration and Tourism has concurred with this decision being made.

Alternative options considered:

To not pay the grant would impact the Council’s reputation both in terms of the Partner Councils and as a key beneficiary with Harwich in the Tendring District, and with Harwich Town Council in particular.
HHF's ability to run the service, and maintain the vessel, would be hindered.

To step away from the Partnership could jeopardise payments from other Partners, which total £30,250 (not including TDC's contribution), a significant investment in Harwich’s local economy.
