Purpose:
The new social housing regulatory framework
comes into force on 01 April 2024 and we need to be able to
demonstrate a better understanding of the condition of our housing
stock.
Regardless of these external factors, the Council has always been
committed to providing good quality housing so it is important we
have a robust grasp of the condition of our stock which requires an
up to date survey to be undertaken.
An initial sample of around 10% was procured through the ECC
procurement partnership and a national framework. Following
competitive process the work was awarded to Property Tectonics. It
would be efficient to recommission Property Tectonics to complete a
further sample of 15% of the stock directly.
Further 25% tranches of surveys will be carried out in future years
and will be subject to full procurement.
Decision:
To appoint Property Tectonics to carry out an
additional set of housing stock condition surveys.
Alternative options considered:
Option 1 - Not complete the additional surveys
- not proposed - Further stock information is needed to meet
regulatory and performance needs.
Option 2 - Carry out a new full procurement exercise - not proposed
- would involve delay and resource impacts.
Option 3 - Commission Property Tectonics to carry out a further 15%
of surveys to achieve a 25% baseline with future tranches to be
separately procured.
