Purpose:
The new regulatory framework for social
housing comes into force on 01 April 2024 and we need to be able to
demonstrate a better understanding of the condition of our housing
stock.
Regardless of external factors, the Council has always been
committed to providing good quality housing so it is important we
have a robust grasp of the condition of our stock which requires an
up to date survey to be undertaken.
An initial sample of around 10% was procured competitively through
the ECC procurement partnership and a national framework. It is
proposed to recommission Property Tectonics to complete a further
sample of 15% of the stock directly.
Decision:
To utilise exemption from quotation rules in
order to appoint Property Tectonics into complete a further 15%
sample of housing stock condition surveys.
Alternative options considered:
Option 1 - Grant exemption from quotation
rules - proposed - obtains further condition information using
previously procured pricing without delay.
Option 2 - Not grant exemption - not proposed - would lead either
to not getting further stock data or to further commitment of time
and resource to a further procurement exercise.
