At its meeting on the 16 December, Cabinet
resolved:
a) approves the updated HRA 30 year Business Plan, which includes
the proposed revised position for 2022/23 along with budget
proposals for 2023/24;
b) requests the Resources and Services Overview and Scrutiny
Committee’s comments on this latest HRA financial forecast,
including the proposed changes in 2022/23 and proposed position for
2023/24; and
c) subject to a) above, agrees to an exemption from the Procurement
Procedure Rules along with the associated purchase of the Oneserve
IT system covering a period of 3 years from January 2023, to
support the effective administration of the housing repairs
function.
The costs of renewing the Oneserve contract are: £57,897.50
per annum over three years. Funds are allocated within the HRA
Budget as above.
To enter formally into a contract renewal with
Oneserve for three years.
Without a system the Council would leave both
the in-house and external long term maintenance contractor with
little or no essential software support with regards to delivery of
the repairs and maintenance of our housing stock.
The other software providers investigated were unable to warrant
full delivery of a comprehensive system within the timescale of the
residual period with Oneserve.
