To agree to the Council participating in a revised Essex business rates pool in 2019/20 and to support an application to the Government to become a pilot area in the same year, along with associated delegation to the Deputy Chief Executive to finalise the pilot bid and pool arrangements with the other pool members.

To ensure the Council is in a business rate pool in 2019/20 and potentially secure further financial gain from the pool being designated as a pilot area under the 75% retention of business rates model.
