| Decision :- | RECOMMENDED TO COUNCIL that: (a) the proposed changes to Part 3 – Responsibility of Functions - Scheme of Delegation as detailed and set out in Appendix A to item A.5 of the Report of the Planning and Corporate Services Portfolio Holder, be adopted; (b) Rule 4.3.9 of the Procurement Procedure Rules, contained within Part 5 of the Constitution, be amended to include additional wording requested by the Section 151 Officer; (c) the amendments required to the Access to Information Procedure Rules to ensure compliance with the Openness of Local Government Bodies Regulations 2014 be adopted; (d) Article 4 of the Constitution be amended to include the appointment of the Independent Remuneration Panel within the terms of reference of Council; and (e) the disbandment of the Regulatory Committee and the Appeals Sub-Committee, the creation of the Licensing and Registration Committee and the renaming of the Licensing (General Purposes) Sub-Committee to the General Purposes Sub-Committee come into formal effect at the Annual Meeting of the Council on 26 May 2015. |
