Debt collection for unpaid PCN's is an essential component of operating decriminalised parking enforcement under the TMA 2004. Debt collection services produce different results in terms of % collection and have slightly different business practices within the constraints of their professional code of conduct and the law. It is prudent to periodically seek quotation for services under competition.

To appoint Marston (Holdings) Ltd as the debt collection service for unpaid PCN's issued under the Traffic Management Act 2004 by Tendring District Council

The requirement for the electric vehicle charging points is that they are able to accommodate disabled drivers. The logical option is to utilise one of the existing disabled parking bays.

To agree to the acquisition of an electric vehicle charging point and to locate the charging point in a parking bay on the councils car parking area at the Quay, Harwich in one of two existing disabled badge holder only parking bays.

The Council is unable to take formal planning action to prevent the use of the grass verge concerned for parking as the planning permissions 12/00955/FUL and 14/01113/FUL for the use of the site allow car repairs and vehicle sales without any condition preventing use of the grass verge. It is shown as part of the overall site and thus planning permission exists as to its use for vehicle repairs and car sales.
It is claimed that the verge is part of the adopted A133 but this would not prevent the planning use of the verge for these purposes. It may be possible for parking restrictions to be imposed but this would not be a matter for this Council under the above Act. The customer has been referred to the north East Essex Parking Partnership for further advice.
No further action needed. No Breach of Planning Control-case closed.
