TDC Micro-grants (part of the Community Champions Fund) to award the following organisation £500 to contribute to the following:
iCARP work with groups of vulnerable young people and adults by offering them the opportunity to experience group outdoor activities, at our well-being centre, to help improve their mental well-being. The activities and experiences we offer include angling, bee keeping and rare breed chicken raising.
All iCARP birds currently are kept in roofed pens so that the organisation adheres to DEFRA regulations around bird flu. On the 13/03/2023, in extremely high winds, they experienced high levels of damage to pens and coops alike. This funding will contribute to replacing and repair the pens and coops immediately or they may have to lose the birds from site.
Subsidy Control and the new legislation (Subsidy Control Act 2022) has been considered, including the four- limb test and it is not considered that this project falls within the subsidy control regime.
This funding will be underpinned with a funding agreement that states they will be required to provide feedback on the impact that the funding has had (which forms the monitoring of the spend).
Reason for decision: Supporting local community groups with rising operating costs.

Clarification regarding spend on two of the projects approved for year 1 of the UK Shared Prosperity Fund (UKSPF), for agreement following a previous decision (dated 03/02/2023).
Please note that there are no changes to the projects benefitting from the funding, or to the amounts each project is receiving. The concurrence is to capture a change to the aspect of the Jaywick Managed Workspace project which UKSPF will be supporting, and to clarify that the repairs to the seafront ramp proposed in the previous decision constitute revenue spend, not capital spend.

This funding will now be split into a £31k revenue element, which will be used to support the operational costs of the Sunspot in its launch and through the critical 2023 summer season. A further £10k will be allocated as capital funding, to support construction costs at the site.

This Officer decision is the renewal of the managed Multi-Function Devices (MFD’s), Print and Digital Workflow Software Services and Managed Print Service Provision with Xerox (UK) Limited (our existing supplier). This includes replacing our outdated Multi-Function Device (MFD) estate, with new, highly secure devices for a total of 60 months.
In addition to value-for-money, key to this decision is the flexibility the managed contract will supply and the option to bring all Xerox contracts under one offering. The council currently has two contract provisions with Xerox, one for the corporate fleet and one for the print unit. To ensure cost effectiveness and value for money whilst ensuring the resilience of this key communications channel, the decision to consolidate these contracts was taken.
The renewal of the contract will also ensure we removed old and outdated infrastructure on the Tendring estate by moving to the Xerox cloud. This will not only reduce the infrastructure costings for the Tendring estate (as well as associate costs ie power, lighting, air-conditioning etc), it will also ensure the infrastructure associated to the Xerox fleet is moved to a newer, highly resilient version of the Operating system and infrastructure to further enhance our cyber security threshold.
The contract renewal has been through direct award through the UK government Crown Commercial Services framework (RM6174 – Lot 2) which is fully compliant with the Council’s Procurement Procedure Rules.
The contract will continue to be paid through existing IT budgets.

The Customer Support Team acts as the first point of contact for customer enquiries relating to Revenues and Benefits, Environmental and some Housing functions. These enquiries are primarily received over the phone but also come in via email and on line forms as well as face to face at the Reception in our Pier Avenue offices.
Later this month, the Revenues and Benefits team will be sending Council Tax bills to most domestic properties in the district and this creates a significant increase in the calls being handled by the team. In 2022, this equated to a 29% increase in calls being handled in March compared with those in February.
Call statistics show that, even without this anticipated spike in calls, the trend in phone contact is increasing year on year with 8% more calls being handled by the team in January 2023 compared with January 2022.
It is therefore proposed that the services of g2 are procured to provide two agency resources for a temporary period to assist the team and ensure continued service delivery. g2 is a recruitment agency that has nearly two decades experience of working with the public sector.
