In October 2019 Cabinet agreed a series of
terms aimed at securing site improvements and facilitating the
extension of Clacton County High School. Planning permissions have
been gained and the principal legal agreements are near to
completion.
UK Power Networks have requested a wayleave agreement to lay a
power cable across the Leisure Centre car park to provide a supply
from the substation to the proposed school buildings.
Granting a wayleave would be consistent with the Cabinet's
decisions which include for the connection of services. The propose
wayleave is on UK Power Network standard terms.
Wayleaves are not disposals or rights to occupy property and they
therefore fall within officer delegation.
To Grant a wayleave to UK Power networks to
connect to the existing electricity substation on the Clacton
Leisure Centre site.
Option 1 - Granting the wayleave. Cost neutral
to the Council, Consistent with Cabinet decisions, facilitates the
school extension and improvement.
Option 2 - Not granting the wayleave. No effect for TDC but
frustrates the school extension plans.
