Purpose:

To appoint the Council's current External Auditor to undertake the certification of Housing Benefit Subsidy and the Right to Buy Pooling returns 2020/21 following the concurrence of the Portfolio Holder for Corporate Finance and Governance to the associated exemption from procurement rules.

Decision:

To agree to an exemption from procurement rules to enable the appointment of the Council's current External Auditor (BDO) to undertake certification work associated with Housing Benefit Subsidy and the pooling of Right to Buy Receipts returns.

Alternative options considered:

Option 1 - To undertake a separate quotation / tender exercise - this was not pursued as the current External Auditor can still demonstrate value for money and they have already been independently appointed under PSAA rules for wider statutory audit work where there would be an overlap with the work being requested.
