Decision :-a) That the response of the Finance and Transformation Portfolio Holder was as follows:-

I. That, the Council had, and would continue to work proactively to share services wherever possible with Town and Parish Councils.

II. That, taking the “Right to Buy Scheme” into consideration, Cabinet look into the possibility of building Housing Revenue Account (HRA) properties outside of the scheme.

b) That the response of the Housing, Benefits and Revenues Portfolio Holder was as follows:

“Firstly, I have to confirm that there is currently no mechanism to build Council owned property which can be excluded from the RTB directly within either the General Fund or HRA. Some of the best lawyers in the country have been working since 1980 to find a mechanism to avoid RTB and to date no one has succeeded.

Cabinet understands that this recommendation arose from a wider debate about building good quality rented housing utilising Council resources which also touched on the possible use of a Local Authority owned company approach.

Cabinet has asked Officers to explore the possibility of building good quality rented housing via a standalone company where an environment exists which makes it financially beneficial for the Council to do so. Cabinet would welcome Corporate Management Committee taking an active role in overseeing the development of a business model which takes this concept forward.”
Reason for Decision :-Having considered the comments of the Corporate Management Committee and the responses of the Finance and Transformation Portfolio Holder and the Housing, Benefits and Revenues Portfolio Holder.
